The State General Tax:
If your property tax notice includes an amount for "State General Tax" it is probably because your property is taxed at a rate that is considered Commercial property or an Apartment.  The State General Tax is the amount that is sent to the State of Minnesota, not your local taxing jurisdictions.  The County collects the State General Tax but State government actions determine what you will be required to pay for this specific line item.
